Neither a label nor a company but is a generic trading name / brand used by PolyGram companies the world over.
It appears on releases through copyright credits and other roles (distribution, marketing, manufacturing, ... ), though. Add [l23089 in LCCN with usual roles in this case.
And when there is no explicit role, please add [l23089 as record company, NOT as label.
